The City refused to grant the Temple religious-based hardship exceptions to host up to 100 Tent City 4 residents for 90 days, consistent with prior Tent City 4 100 person/90 day stays at other Eastside churches in adjoining jurisdictions.  On November 14, Temple B'nai Torah appealed the permit decision to King County Superior Court. Less than a week later, the City removed the case to federal court, where it was assigned to Judge Coughenour.
